I am wanting to create a base for a simple absco shed. I have left over bricks that I would like to use as the base.
Currently I have compacted rubble, do I need another layer before laying bricks? Would I cement edges to stop movement as well?

I should start by mentioning that Absco's product guides, state that their shed's "shall be erected on top of a reinforced concrete slab and anchored down appropriately." If you were to install the shed on a brick base, then you would not be in line with their product guide and thus would not comply with the products warranty conditions.
Unfortunately, if you were to install your shed on a brick base, the shed would be connected to the individual bricks where your anchors are placed, as opposed to one large concrete slab, which poses a risk in high winds.
For this reason, I would suggest instead of using your reclaimed bricks, you create a reinforced concrete slab as per the product guide.
