I would like to add a pedestrian gate for easier access to our backyard. I see that I can purchase a gate kit. Do I need to jackhammer the existing concrete to place the new post? And is a nibbler the best tool to cut existing fence panels?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about installing a pedestrian gate.
For long term use and stability, I suggest breaking the concrete so that you can install a post with a concrete footing in the ground. This will give you peace of mind that the pedestrian gate is properly supported and will be able to withstand daily use.
I have seen a nibbler used to cut a straight line on steel; you also have the choice of using IRWIN Offset Aviation Snips. However, it will take much more time and effort to cut the steel. If you have access to the nibbler that would be the tool I recommend using.
