How to fix storm drain end cap leak?

Hi Bunnings community,

My storm drain end cap has a leak and quite a severe bulge. The leak presents as a thin stream of water shooting out of the end cap (see red circle below). We first noticed this leak about 4-6 months ago. It's not leaking 24/7, but about 70% of the time I go out and check, it is leaking.

I only purchased this house (newly built) in Aug 2024. I tried twisting the cap off earlier today, hoping to see if I could replace this myself, but it wouldn't budge.

Any tips on how to fix this (should I just call a plumber?) and the severity of this issue? Google thinks it's an installation or obstruction issue resulting in pressure build-up, where continued leakage can undermine foundations and corrosion will worsen.
