How to prepare small garden bed soil for planting?

We have about 2.5 square metre of land that we didn't concrete. Drainage is poor, during heavy rain this bit will be filled with water and it takes a while for the water to drain. We want to put some simple landscaping plants into it. I have two questions:

1. Do we need to improve soil drainage before planting? If so, how
2. We had a 12v outdoor light (wire came from underground conduit). Do we need to do any special treatment around the light? or can we just insert it in the soil?

Poor drainage in the soil is often an indicator that there is either heavy clay content, or the soil is very compacted. You could try to aerate the soil with an aerator tool to see if it will improve drainage. If that does not work, I suggest installing a drainpipe in the area going under the existing concrete slab and out the other side. This will allow the water to escape and not drown any plants that you put into the area.

Please note that any electrical work must be carried out by an electrician for safety and compliance. To avoid electrocution or electrical fault the garden light exposed wiring must be attached safely and not be exposed or drenched in water. The conduit must not be filled with water and must be kept dry. Please refer to your electrician for proper safety installation.
