Should you lay weed mat before mulch?

I removed weeds and trimmed the plants in this garden. In order to keep it clear I plan to add mulch. Right now I can see some exposed weed mat (probably from 30 years ago). I have two questions:

1. Should I re-do weed mat before putting on mulch? If so, how deep should the weed mat be placed.
2. Which mulch do you recommend? I'm looking for something affordable. Thanks.

I suggest removing the old weed mat and putting on https://www.bunnings.com.au/pillar-0-9-x-20m-black-commercial-landscaper-ultra-weedmat_p0822712 . There is no need to bury it in soil, you can keep it in place using https://www.bunnings.com.au/jack-weed-mat-pins-20-pack_p3048532 .
