The first thing you'll want to do is work out if the timber is rotting, and if it is, remove the worst of the rotten material. This can be done by grabbing a flathead screwdriver and poking it into the timber. Timber will not crumble if it is not damaged. You can use the same screwdriver to remove any rotten material and tidy things up a bit.
Once this has been done, I'd suggest you grab a https://www.bunnings.com.au/turbo-500ml-timber-rot-repair-kit_p0347820 and apply the wood hardener to the timber inside the cavity to ensure that it is strong and will not continue to rot.
You can then use the bog to fill the hole, doing your best to shape it to follow the contours of the handrail.
Once dry, give it a sand with the provided sanding sponge, then paint it to match the surround handrail with exterior paint. If you don't have any, then you can take a paint chip in store and have it paint matched.
