we have a roof section which we look out in from our bedroom window. The gutter is full of what the builder says is silicone and dust and cannot be cleaned. Any helpful tips on getting this clean?

It’s likely your builder is correct. Once silicone has cured and mixed with dust and debris, it can be very difficult to remove completely.
If they’re not able or willing to address it, you could look at hiring a handyperson to attempt removal using https://www.bunnings.com.au/selleys-sealant-remover-375g_p0828840 and careful scraping. However, this comes with some risk. Depending on how bonded the material is, the process could damage the powder-coated finish of the gutter.
So it really comes down to a trade-off: leaving it as is and accepting the appearance, or attempting removal and potentially affecting the guttering coating.
