Is there any way to fix a vanity that has flakey chip board or is it something that needs replacing?
The house was built in the 70s so its pretty old. Wanting to do a few touch ups before selling.

Welcome to the Bunnings Workshop community, it is wonderful to have you with us.
Typically when chipboard starts flaking, it is because water has gotten into it, causing it to swell and the glue to fail. Usually when this happens, there isn't much you can do.
In saying this, localised repairs are sometimes possible using wood glue or filler, but it would be hard to say whether this is true in your case without seeing the damage from closer in.
If you can upload some close-up photos of the damage, we could look if a repair solution is possible, or whether you would need to look at replacing the vanity altogether.

The surface is quite compromised @Laura298. You could liberally apply some wood hardener, which will help prevent further deterioration and fibres dropping. The other option could be to cut some https://www.bunnings.com.au/customwood-3mm-900-x-600mm-white-mdf-backing_p0610153 to the required size and nail and glue it over the surface. That would cover the area and improve presentation.
