As in the title, the chain-wire fence has become rusty and quite an eyesore, even though it’s still structurally sound. How can I make it look better? Should I repaint it, or hide it with a decorative covering? Or anything simple and cost-effective?

It’s always helpful for everyone here to see exactly what you’re working with, so if you’re able to upload a photo of the fence and gate, that would make it much easier to give more tailored advice.
In general though, painting is definitely an option, but it depends on how far the rust has progressed. With chain-wire, the prep work can be quite tedious. You’d need to remove loose rust, apply a rust converter, then prime and topcoat. It can be done, but because of all the thin wire and intersections, it’s pretty time-consuming for what can sometimes be a modest visual improvement.
A more common and cost-effective approach is to attach some form of screening to the fence. Natural reed or bamboo screening is a popular choice, as it’s relatively inexpensive and does a great job of hiding the rust while also adding a bit of privacy. You can fix it directly to the chain-wire (including the gate) using exterior cable ties, and it’s usually a quick afternoon job. It’s a simple way to dramatically improve the look without needing to deal with all the prep work that painting requires.

Thank you for sharing that photo of your fence. As Mitchell has suggested, painting or covering your existing fence are your options. Looking at the current status of your fence, I would suggest covering it with Natural reed or bamboo screening. This would be a straightforward upgrade and save you the effort of sanding and prepping the surface of the storm wire fence.
Please remember to use exterior cable ties rather than standard ties as they will not last in outdoor settings.
