How to fix vibrating whistling sound from garden tap?

Hi Bunnings Team,

I have the above attached image of my garden pipe that supplies water to my reticulation system. My reticulation system has reverse flow block valve, a master solenoid and a 5 zones controlled by solenoids. The reticulation works fine, but I have noticed a vibrating whistling kind of sound from the tap when not in use. The tap is always turned on for the reticulation system. What should I change to stop the sound?

Please note that plumbing work needs to be completed by a licensed professional for safety and compliance. 

My only guess is that the jumper valve inside the brass tap has worn down and is now loose enough that it is starting to vibrate when water flows past it. I propose changing the jumper valve inside that garden tap to something like the https://www.bunnings.com.au/enduraseal-12mm-tap-valves-2-pack_p0656959 . If the symptoms persist, I suggest engaging the services of a plumber.
