How to repurpose a damp basement?

Have a decent basement area. However, quite damp and moisture.

I want to see whether I can seal the brick to keep the moisture out of the space.

Efflorescence is formed on the bricks over a long period, likely years.

12-15 rows of bricks are underground. Moisture likely from dirts.

No visible water, or wet, or damp despite several days of raining.

And I would also like to smooth the wall with either rendering or plaster board.

Please advice the best approach?

What you’re seeing with the efflorescence is a sign that moisture has been moving through the brickwork for a long time, even if the wall doesn’t feel visibly wet. With 12–15 courses of brick below ground level, the wall is effectively acting as a retaining wall against damp soil, so the moisture source is external and ongoing rather than something that can be completely eliminated from the inside.
