The nut size for toilet seat bolts varies from 10mm to 13mm as each toilet seat manufacturer have their own standards, there is no fixed single size. If you have a flexible ratchet spanner set https://www.bunnings.com.au/craftright-5-piece-flexible-ratchet-spanner-set_p6111000 , you should be able to find these sizes in your kit. Once you find the correct spanner size, simply latch on with the tool and turn clockwise to tighten the nut.
However, if the bolt turns with the nut, I propose looking at the top assembly of the bolt and see if has an Allen key head or a Philips head. Use the correct tool to keep the bolt steady while you tighten the nut with the spanner.
