I want to make a build a 65cm long three tiered shelf for spice bottles in my pantry, and two 1.2m x 30cm shelves for other pantry items. What type of wood should I use to build this?

I'd be having a look at the options we have in https://www.bunnings.com.au/products/building-hardware/timber/dressed-timber/dressed-pine . They are lightweight, relatively low cost and a good timber that you can customise to your liking with things like paint and stains.
This https://www.bunnings.com.au/285-x-19mm-1-2m-dar-pine-premium_p8401502 is a good option that will get you close to the 30cm depth of your shelves without needing to be cut.
Alternatively, there are options like the https://www.bunnings.com.au/specrite-1200-x-600-x-18mm-golden-teak-acacia-multi-use-panel_p0456528 or https://www.bunnings.com.au/specrite-1200-x-600-x-18mm-multi-use-merbau-panel_p8330196 which already come prefinished, but they would require some cutting.

That primarily comes down to how well they are supported. At 19mm thick, there is some potential for bowing if you just have a bracket on each end, but if they are well supported along the full span, then the risk is certainly lower.
Using at least three quality stayed brackets that extend out to around 3 quarters of the shelfs width and attach solidly to the wall, preferably into the framing, will absolutely minimise the risk of bowing.
Alternatively, assuming the cupboard has three usable walls, is to attach wall cleats with a mid-span support. This ensures the shelfs left, right and back edges are fully supported, with the mid span support helping to transfer any load from the centre of the shelf into the wall cleats, which then transfer it into the wall. If you had some photos of the space, I could certainly take a look and see if this would be viable.
If you are concerned, there are definitely thicker options like this https://www.bunnings.com.au/specrite-2400-x-900-x-33mm-timber-multi-use-pine-panel_p0419614 which would be less likely to bow with less support, but they are primarily made for things like benchtops and tabletops, so they only come in relatively large sizes.
