Is it possible to fix this without replacing the entire base?

While it is physically possible to fill the chip, it is not really an ideal long-term solution, particularly as it looks like the damage has gone through to the substrate. This means water can potentially pass through the base and bypass the waterproofing, which can lead to damage to the framing or surrounding areas over time.
In this case, replacement would be the recommended approach. Repairs can sometimes look fine on the surface, but there are no real guarantees of a fully watertight seal, which is the critical factor in a shower.
You could use a filler like https://www.bunnings.com.au/pc-11-56g-white-epoxy-paste_p1560098 as a short-term fix to tidy it up, but I would treat that as a very temporary solution and would encourage you to get in touch with a plumber ASAP.
