My dragon breath's are going off since the cooler weather. I was just wondering if the healthy one will come good again and if I would be better off starting again with the sick one.

Dragon’s Breath (Celosia) is generally grown as an annual plant, meaning it only lives for one single growing season. So yes, it’s normal for them to decline and die off as the weather cools down, particularly through autumn and winter.
The healthier plant may continue looking reasonable for a little while yet, but it will likely fade as temperatures continue to drop. Unfortunately, the second plant appears to be at the end of its life cycle already.
You can remove the spent plant now and either replace it with a cool-season flowering plant, such as pansies, violas or snapdragons, or wait until spring to plant fresh Dragon’s Breath again for another season of colour.
Giving the healthier one a light tidy-up by removing dead flower heads and foliage may help keep it looking good for a bit longer.
