I have raised garden beds with shade cloth on a frame above, if I put more shade cloth around the sides, will that provide frost protection or do I need to use something else?

it will definitely help. But if the plant you are trying to protect is frost intolerant best to keep it under a roof

Adding additional shade cloth around the sides of your raised garden beds will certainly help reduce wind exposure and can offer a small amount of frost protection, particularly against light frosts. However, shade cloth is still fairly breathable, so it won’t retain much warmth overnight.
For frost protection, you would get much better results using a greenhouse-style covering instead. Clear greenhouse plastic like this https://www.bunnings.com.au/pillar-3-75-x-10m-clear-greenhouse-film_p0822709 or clear tarps like this https://www.bunnings.com.au/polytuf-2-4-x-3-0m-clear-view-tarpaulin_p0157017 can help trap warmth and create a more stable temperature around your plants while still allowing sunlight through during the day. They are generally far more effective at protecting plants during cold nights and frosty mornings.
If you do use a solid covering like clear plastic, try to allow some ventilation during warmer parts of the day to prevent excess moisture build-up and overheating.
