How would I fill this heating vent? We no longer use the system and the vents are remaining.
Would I need to replace the entire skirting board? Under the kitchen cupboards?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your heating vent.
On the condition that the heating vent has been fully decommissioned and is no longer in use, it can be covered with a piece of timber skirting and then painted in the same colour as your existing skirting board. The other option is to place duct tape behind the vent to prevent insects from crawling in or out and refurbishing the finish of the vent. This will serve as a classic accent to your skirting board and save you the effort of having to patch the hole.
The general steps to patch the hole is to get a piece of timber pine and cut it down to the size of the hole in the skirting board. I propose installing a piece of backing timber inside the hole on the interior left and right and side of the skirting board. This will serve as the brace for the timber patch which can be glued and screwed in place.
Once the glue cures you can then use a multipurpose filler - https://www.bunnings.com.au/uni-pro-500g-multi-purpose-interior-filler-500g_p1210281 to fill the gap. The last steps will be to sand it level, then prime and paint the surface.
The steps to keep the vent will involve sanding the surface and prime and paint it with new paint. The back of course is covered with duct tape to keep it permanently sealed.
