You could build a similar plate rack using standard pine timber and mouldings.
For the frame and shelves, I'd suggest using https://www.bunnings.com.au/89-x-19mm-2-4m-dar-pine-premium_p8401464 . The overall lengths required will depend on the finished dimensions you'd like the rack to be.
The plate-retaining rails on the front appear to be made from a small decorative moulding or dowel. Something like the https://www.bunnings.com.au/porta-15-x-11mm-2-4m-clear-pine-insert-mould_p0258492 would create a very similar look. You'll need multiple lengths for each shelf.
Construction can be kept quite simple using butt joints. The shelves can be fixed between the side panels by screwing through the outside face of the sides into the ends of the shelves using https://www.bunnings.com.au/zenith-8g-x-50mm-zinc-plated-hinge-long-thread-timber-screws-50-pack_p2434354 . I'd also recommend applying PVA wood glue to all joints during assembly for additional strength.
If you plan on painting the rack, standard untreated pine is the most economical option. If you'd prefer a stained or clear-coated finish, select clear pine with minimal knots for a cleaner appearance. I've created the blow rendering to assist.
