Draine pipe doesn't fit the spigot. Please note spigot already has a hole. Previous owners were using it. Also water pipe doesn't fit the tap. What should I do. Can you please help. Thanks

Oftentimes you can use a https://www.bunnings.com.au/nylex-34mm-reducing-joiner_p0289343 to reduce a standard drain hose down for a smaller spigot. You can then use a hose clamp to hold the rubber tip over the spigot.
With the water supply, unfortunately, you would need to either replace the tap or add an adaptor to increase the thread size on the tap to that of your hose. Unfortunately, this is considered plumbing work which would require the assistance of a plumber for safety and compliance reasons.

The guys here can't advise you for legal reasons as it is effectively there in black and white if they do. What I would be doing is going into Bunnings and grabbing some adaptors and going to the tap displays and checking the fit. If you get it wrong when you get home simply take it back and exchange it!
Edited to add that as these fittings are actually designed for an end user to attach, I would argue that this falls outside the rules. It is the same as my trade, Telecommunications where plugging in a cable falls outside the rules even if you need to fit an adapter.
