How to remove tap handle and fix leaking basin tap?

Hello,

I want to change the washer of the basin tap, but i couldn’t get the handle off ,just want to ask is it just stuck or do i need to get a tap handle puller for this kind of tap?

I suspect that the handle is just stuck due to lime deposits from water. Try rocking the handle left to right and front to back to loosen it up. But if the handle is truly stuck then I would recommend using a
