I suspect that this is caused by calcium deposits from water sitting too long in the same place. I propose trying out a calcium remover such as

. I suggest spraying it directly on the basin stain and letting it sit for a few minutes before scraping it off with a

. Please do not use anything that will damage the surface of the basin such as steel wool or metal scrapers.
