How to change a washer by lubricating a stiff mechanism?

The cold tap in our kitchen sink is very stiff and has started to drip. The washer has never been changed since the house was built, 20+ years ago. I'm finding it hard to undo the mechanism to get access to the washer. I don't want to damage anything by applying too much force. What is the best way to lubricate it? Could I apply WD-40 using the thin straw nozzle to get it between the light and dark metal here?

If you are having a difficult time removing the spindle, it's possible that the spindle has seized or has had excessive calcium deposits binding the surface. I suggest applying WD40 on a rag and wrapping it around the bottom of the spindle. Your assessment is spot on in regard to not applying more force. I recommend estimating carefully if the spindle will move. If you notice that the tap body slightly moving, I suggest stopping and engaging the services of a plumber. They will have the experience and necessary tools to unbind your tap spindle. They will also be ready for any emergencies should they accidentally damage the spindle fitting.
