I need a white shelf 1600 w x 250 d to sit across some book shelving (where marked in red). It needs to be white particleboard with plastic edging on 3 sides. Can I get something custom cut/prepped at Bunnings?

I'm sorry but there are no pre-cut shelves at the size you are after. The closest panels available in size are the https://www.bunnings.com.au/custompine-16mm-1800-x-445mm-white-matt-carcass-ds-shelving-system-32-half-drilled-standard-particleboard_p0570026 and the https://www.bunnings.com.au/specrite-1800-x-600-x-18mm-timber-multi-use-pine-panel_p0419624 which I suggest cutting at home. I'm sorry the shop saws don't do precision or custom cuts. The timber cutting service is provided to make transporting your timber easier, especially for larger pieces.
The custom pine shelving only has a cover strip at the front, the sides and back can be covered with https://www.bunnings.com.au/moroday-5m-white-iron-on-melamine-edge_p0075671 . As for the Specrite panel, I suggest painting it white in low sheen so that it blends in with your existing bookcase. To secure the shelf at the top, I recommend screwing it to the top panel of your bookcase. My best advice is to drill pilot holes and check the thickness of the panels in order to get the correct screw length.
