the lid to this toilet seat has cracked so I am replacing it. There is a bolt leading through the pan. The nut has rusted on. I have used WD40. When I am turning the nut, the whole bolt turns. I cannot work out how to access the top of the nut as it is hidden by the seat attachment (see chrome fixture in photo). Is there anyway to remove this fixture to get to the bolt head?

Welcome to the Bunnings Workshop community @GreggW. It's fantastic to have you join us and many thanks for your question on removing a toilet seat.
Most toilet seats with concealed fixings have a release mechanism that allows the seat to be removed, giving you access to the top of the mounting bolt.
Have a look at the small hole on the left-hand side of the chrome fitting. Try inserting a small Allen key or similar into the hole, as some toilet seats use a spring-loaded release mechanism that's activated this way, or there might be a small grub screw inside that needs to be undone.
Unfortunately, there isn't a universal design, so the release method varies between manufacturers. However, there should be a way to remove the seat from the top before tackling the mounting bolts.
If you still can't release it, another option is to grip the threaded section of the bolt underneath the pan with a pair of visegrips to stop it spinning while you undo the rusted nut with a spanner. If you have a search of the community, you'll find many discussions on removing a toilet seat. Apart from cutting the fitting off, no one has been able to figure out exactly how it is removed.
