I am just wondering how the crakes and lifted bits of pebblecrete can be fix / repaired. I am not wanting / needing it to be pebblecrete again as I plan on painting over this using either luxapool or something equivalent. In the pool yard, I have both pebblecrete around the edge of the pool then normal concrete around that. Do you think that luxapool poolside and paving paint will make it all look as one. At the moment it's all mix matched and the pebblecrete is cracking and broken. Ps. The images are somewhat older and the lifiting has gotten worse.

I'm sorry but I am not familiar with the Luxapool product. If the pebblecrete is cracking and starting to peel off, it is an indicator that the adhesive that was used to anchor the pebblecrete to the cement base has reached the end of its service life. It's very likely that the other portions of the pebblecrete will follow in the same pattern of deterioration. I don't recommend doing a patch fix as it will end up with portions that will stay because they are freshly laid and portions that will come off because they are old.
I understand your desire to keep the cost down and create a uniform finish around your swimming pool, but sometimes these short-term fixes tend to cost more. As an alternative, I propose removing the pebblecrete and laying down pool tiles. This long-term solution may cost a little bit more, but it will provide a very long service life.
