The safest and most effective approach in a planted garden bed would be to pull the weeds by hand while the soil is damp, using a hand weeder or weeding fork to loosen the roots. Try to remove the entire root system, as many weeds will quickly regrow if the roots are left behind.
For larger or more persistent weeds, a non-selective herbicide can be effective, but it will damage any plant it contacts. Apply it directly to the weed leaves on a calm day, using a shield or piece of cardboard to protect nearby plants, and follow the product directions and recommended safety precautions carefully.
Once the bed is clear, you can add a layer of mulch no less than 70mm thick to suppress new seedlings and make future weeds easier to manage.
