do I put sand into gaps in pavers before or after painting?

I’d recommend painting the pavers first, then filling the gaps with sand once the paint has fully dried and cured as per the paint manufacturer’s instructions. Jointing sand can leave fine dust over the surface, which may stop the paint from adhering properly.
Before painting, make sure the pavers are very clean, dry and free from loose sand, dirt or weeds. You might find this step-by-step guide useful: How to paint concrete floors. For the paint, you could look at the concrete, paving and garage floor paint range.
Once the coating has cured, sweep a suitable paving sand into the gaps and remove any excess from the painted surface. If using a polymeric or hard-setting paving sand, check the pack directions carefully, as some products need water activation and you don’t want residue drying on the fresh paint.
