I'm wondering if it's possible to fix the wooden stairs that have some surface damage. I'm not looking to replace them, but I'm hoping to find a way to fill, polish, or paint them if possible.

Your steps use decking boards, and they look a bit weathered and worn, but as long as they are still solid, there's plenty of life left in them.
The process to restoring them is the same as with a weathered deck, which is to sand it back, clean it and then coat it.
