What order to apply panelling and wallpaper?

Question

I'm planning a fairly simple project to decorate the toilet - see attached image for inspiration.  Panelling or moulding on the lower half of the walls and wallpaper above, with some kind of trim across the transition line.

The logical order seems to be to apply the paper first, and then the panelling, and then paint the lower half.  But this is my first project and maybe that's not the best way.

Has anyone done this and can point me to a project with the steps?  Huge thanks.

That's not what I said.  you panel, trim, fill, paint then wallpaper and you don't paint the whole wall, you simply paint over the filler and a centimetre or two above the trim. Painting above the trim allows you a bit of leeway in the cuts to the wallpaper. If you do the trim last, you can't fill the edge and imperfections in the wall can mean you have gaps between the trim and the wall with no way to lose them and the future issue of how you replace the wallpaper without removing the trim and having to redo it!

Panneling first so you can run no more gaps round the top to seal it and then paint and you paint over onto the wall so if you are a fraction out when cutting the wallpaper, the paint behind will cover up your mistake. Also if you paint after wallpapering, the paper can wick up some of the paint looking nasty.

Edited to add, also when you come to change the wallpaper in the future, how would you get the paper out from behind the trim that is nailed over it?
