The suggested steps in the discussion is to remove the old paint with a steel brush and cleaning the brick surface of the wall, I recommend using a pressure washer for a deep clean. Then apply a primer before painting the surface. I propose looking at the https://www.bunnings.com.au/dulux-10l-texture-paint-primer_p1400466 to prime the brick surface and Dulux Weathershield tinted in your preferred colour.
Because of the considerable height of the project and lack of safe direct access, I recommend engaging the services of a professional painter who has experience painting tall buildings.
