Just wondering if there's something we can attach to this concrete sleeper retaining wall to add a taller sturdy barrier at the top? Basically want to avoid toddlers falling over the edge

It will likely be easier, and in many cases more practical, to install a barrier behind the retaining wall on the upper level rather than trying to attach something directly to the top of the concrete sleepers. Another reason for this is that the wall is reasonably high and it might have required engineering. If that is the case, attaching anything to it directly would require the wall to be re-engineered.
For a more permanent solution, you could install posts along the edge and fix Merbau screening panels or suitable fencing panels between them. While it would involve a bit more work and expense, it can provide a sturdy barrier and a neat, professional-looking finish.
If you're looking for a temporary option, there are temporary mesh fencing products available, although these would still typically require stakes or posts driven into the ground behind the retaining wall for support.
As this barrier is intended to help protect young children from a fall, I'd recommend ensuring it's strong, secure and appropriately installed.
