What's the cheap and fast solution to touch up chipped / peeling paint to make these window frames at my investment property look better?
They were spray painted white by a painter 2 years ago, obviously with insufficient surface preparation.

The unfortunate reality is that there is not a fast solution to this because the paint that was applied is flaking off, so anything applied over the top of it is relying on paint that is not well adhered, which will result in the new paint failing prematurely as well.
The proper fix is to scrape and sand away the loose and failing paint, taking the surface back to sound metal. Clean the frames thoroughly to remove any dust, grease and residue, then apply a suitable metal primer to the exposed metal. Once the primer has dried as directed, lightly sand if required, wipe the surface clean and respray the frames with your chosen topcoat. This gives the new paint a properly prepared surface to bond to and should prevent the same peeling issue from occurring again.
