should I pull out the weeds before I spray them?

It’s generally best to spray the weeds while they’re still actively growing, as the leaves absorb the weedkiller and carry it down into the roots. Pulling them out first can make the spray less effective because there’s less surface area to absorb the herbicide.
Once the weeds have died back, you can usually remove them very easily with a rake or by hand pulling them. You can then tidy up the area.

Simple answer is no. Most weedkillers are absorbed through the leaves and are neutralised by the soil so spray them, let them die and then pull out the remnants.
