Is there a paint I can use for the exterior and interior of a wooden Guinea pig hutch?

I think the key piece of information members will need to assist you is what you hutch is made of? You might like to share a picture of it if you are unsure.

As mentioned, a photo would certainly help us with recommending an appropriate product.
Generally speaking though, if it is going to be situated outdoors where it is exposed to weather, you'll want to use an exterior grade paint such as Dulux Weathershield or Taubmans All Weather for the exterior.
For the inside, considering the high wear environment, you'd likely be best to use the same exterior paint as it is designed to be harder than any internal paints and would stand up better to the wear it'd likely experience from your guinea pigs. If you were to do this, then you'd want to leave everything to cure and off gas for at least 2-3 days in a well ventilated area before it is put into use. The fumes can be quite strong for a little while.
In saying this, you're going to want to consider the likelihood of your guinea pigs chewing anything. If there's a good chance they'll chew it, then it might be best to simply leave it uncoated, or use something more natural, such as raw linseed oil, which is less likely to be harmful if ingested.
