Do we need to treat it before planting anything all grass doesn’t grow back?

You shouldn't need to treat the whole area before planting, but I would remove as much of the remaining grass, roots and runners as possible first. A mattock or garden hoe will make it much easier to loosen the soil and pull out any remaining grass.
Some grasses can regrow from small pieces left behind, so it can also be worth waiting a week or two to see whether any new shoots appear, then removing those before planting.
Once you're happy the grass is under control, you could lay down weed mat, cutting openings where your plants will go. This can help suppress any remaining grass and weeds. You can then improve the soil as needed, plant, and finish with a layer of mulch over the top.
