Water coming underneath fence from neighbour’s property every time it rains. It creates flash flooding in my backyard and washes away soil and escape from my property to neighbour’s property. I have raised this issue with neighbour but no action has been taken. What action should I take to stop water permanently.

One possible way to mitigate the incoming water into your area is to install a French drain that diverts the water outside your property. Please note that you will need the services of a licensed plumber as they will know how to properly and legally divert the water coming into your area. A French drain is a drainage system designed to redirect excess water away from an area. It consists of a perforated pipe laid in a gravel-filled trench, usually wrapped with drainage fabric to prevent soil from clogging it. Water filters through the gravel, enters the pipe, and is carried to a suitable drainage point.
If significantly heavier rainfall is anticipated, I would recommend consulting your plumber to determine whether installing two drainage pipes would be prudent to accommodate the increased volume of stormwater.
