How to connect washing machine to wall flange?

I recently moved into a new apartment (although the building itself isn't new - it's a 70s build). It's my first time hooking up a washine machine on my own, and I'm stumped!

My first issue was that the hose didn't attach directly onto (what google tells me is called) a chrome wall flange. I was able to purchase an attatchment at Bunnings and secure one of the hoses onto it. Upon turning the machine on, no water passes through. I can't see any taps to turn the outlet on.

Does this require an additional tap to be installed? Is this something I could do myself with an easy attachment, or do I require a plumber to come take a look?

Please note that any plumbing work that needs to be carried out must be done by a licensed professional for safety and compliance.

It appears that the wall flanges do not have any taps attached to them. It also looks like the water to these outlets have been stopped somehow. But before you start looking for switches or valves, I propose speaking to the building manager or the head of maintenance in regard to the washing machine connection. They may have standing rules or procedures when connecting a washing machine to the outlets.

Please note that the installation of new tapware is considered regulated plumbing work and can only be carried out by a licensed plumber. If you are looking for an example of a laundry tap, I suggest having a quick look at the laundry taps available at the store.
