How to clear a blocked downpipe?

Question

Blockage is hard to Identify and access but water spouts out of the join between the two parts of the downpipe so it is 'downstream'.  Roof is very high and the bottom > 6ft of the downpipe is round metal, as opposed to the softer tin (?) of the traditional downpipe.  The top section does not slide up and I've been reluctant to force it up for fear of breaking or not being able to get it back in.

Unfortunately, if the blockage is downstream of that connection and can't be reached from the accessible end of the downpipe, you're moving beyond the type of clearing I'd recommend as a DIY job. DIY maintenance would typically be limited to removing accessible leaves and debris from the gutter, downpipe opening or outlet.

Once sections of the downpipe or stormwater system need to be disconnected to locate and clear the blockage, plumbing regulations can apply and vary between states and territories. I'd recommend having a licensed plumber clear the line rather than forcing the upper section apart and potentially damaging the downpipe.

The fact that water is escaping from the joint does at least give the plumber a useful indication that the restriction is likely somewhere further downstream.
