How to fix toilet cistern that has come off wall?

I’m trying to prep my powder room for painting and the cistern has come off the wall. What steps do I need to take here? Do I need to empty the tank and remove from wall, repair the holes, paint and then drill new holes into the wall with screws to support it?

Please note that plumbing work needs to be completed by a licensed professional for safety and compliance. Any changes that involve moving or reconfiguring pipework would be considered regulated plumbing work and would need to be carried out by a licensed plumber.

Technically moving your cistern or taking it apart involves movement and reconfiguration which makes it regulated plumbing work. I therefore suggest engaging the services of a licensed plumber to take the cistern off. However, in regard to the wall anchors, I suggest using either the
