Is there any DIY instructions on building something like in picture for the purpose of stacking dryer on top of washing machine?

Unfortunately, I am not aware of any existing articles on constructing a washer stacker cabinet like this.
If you look at that product's webpage, there's a good chance that the installation instructions are readily available. With those instructions, it would just be a case of replicating the materials and hardware, then following their process.
You could use melamine or plywood that is at least 16mm thick. You could then use chipboard screws to screw it together.
You will need 2 x side panels, 2 x door panels, 3 x shelves and 3 x supports. If you can provide some dimensions for your washing machine and dryer, I could assist you with a cutting list and a render of how they'd fit together.
