How to drill spigot from laundry trap?

Good day,

I just moved in to a new apartment and get my new washing machine connected. It does not drain unless I remove the draining hose from the laundry trap. I spoke with the strata to fix it but I was told that it is not a buidling defect and I need to drill out the spigot in the laundry trap myself. How can I do that?

I suggest having a quick look at this guide - How to connect a dishwasher. In step four, there is a very clear example of how the spigot is to be drilled. Once the spigot has been drilled, the guide will also show you how to secure the waste pipe to the spigot.
