I have a leaking Mondella Resonance tap on our bathroom vanity. The leak is occuring within the vanity from the base of the tap. Thinking it was the flexible hoses, both hoses have been replaced and tightened correctly, however the tap is still leaking and I am not sure whether this is an O-Ring or cartridge issue or what.

It is difficult to tell where exactly the leak is coming from especially if it appears that it is coming from within the body of the tap. In this particular instance, I suggest having a look if the tap is still under warranty. However, if it is outside the warranty period, I recommend thinking about replacing the whole tap. Attempting repairs on the internal body of the tap is quite involved and it is not D.I.Y. friendly.
It's also possible that it could be just the cartridge of the tap that has malfunctioned. You can remove the tap handle and cover ring of the tap in order to replace the cartridge. But you you run the risk that it could be the body O rings. These are are hard to remove and replace, plus, you can easily break them if not properly installed.
I therefore suggest just replacing the basin mixer and getting a new one.
