I have a toilet with a cistern in the wall in a small bathroom. There is a leak with water leaking into the pan. A plumber installed a new cistern, but could not fix the leak as the toilet pipes were warped. So I need to turn on and off the tap in the cavity in the wall. The plumber is from a company that also does bathroom renovations. To fix they said you needed to renovate the whole bathroom at a cost of $27,000 at least. Are there any other options to fix this than doing a full renovation?

I'd suggest you have another plumber assess the issue. I wouldn't have thought that a new cistern was required, but now that one has been installed, I can't imagine why the leak would be persistent. Warped pipes could certainly make a fix more difficult, but I'd suggest you get a second opinion.
I'm not aware of what the relationship between resolving a leaking toilet and needing a full renovation would be.
