How to fix toilet leaking from cistern?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your toilet.

 

When you get this type of leak the close coupled sealer between the pan and cistern has deteriorated and is allowing water to pass through. A possible replacement piece is the Kinetic Close Couple Seal Washer. I recommend engaging the services of a plumber as this is not a D.I.Y. project you can do on your own. Plus, the plumber will be able to inspect the toilet join for any further damage.

Many thanks Eric, 

I didn't realise water could enter that gap - as it look's as if the pipe below the plunger extends from the cistern, down into the pan/base (see pic)

The plastic fitting is joined to the bottom of the cistern @Rob61. That pipe likely then goes down into the pan, where it is sealed in place with a washer. It's that washer that has failed and needs replacing. You probably need to undo the flathead screws at the bottom of the cistern, which are holding it to the pan. You'll then be able to remove the cistern.
