Is the towel rail a plugin or an internally wired product? If it is internally wired, you'll need to engage the services of an electrician to install it safely and to code. If it is a plug in, I suggest testing another power point to make sure that power is reaching the heated towel rail.

Thank you Eric, it is plug in Fromme Dakota 5 round bar plugin wall mounted towel heater brand new (from Bunnings) , just assebled ready to mount on wall, but not  heating at all. I have checked the power point is working for other applances. I do not want to return it because it was an effort to assemble,  so wonder if I could take it to my local Bunnings -Faifield, Vic  to ask if any of their team can look to check it is assemled correctly or if the power cord is faulty. I am very old so can’t travel further than my local Bunnings.  Alernatively, If i do return it, is is possible to buy the same, but assembled ready to fit on wall & pug in right side. I can attach the mounting mushrooms? I do't mind paying extra for the assembly.
