I've been trying to remove the cowling from my bathroom tap, but haven't had any success. Could you please advise on how to open it? Are there any specific tools you'd recommend? I've attached a photo of the tool I've already tried. Thanks in advance!

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your tap cowling.
If you are no longer going to be using the old cowling and replacing it with a new one, I suggest using a Craftright 250mm Multi Grip Plier and gripping the bottom section and turning it anti-clockwise to loosen it up. It's possible that calcium deposits from the water have made it difficult to remove. It will be necessary to get a good grip on the body of the cowling in order to turn it.
I propose looking at the Estilo WELS 3 Star 9L/min Chrome Basin Set as a possible replacement for the whole set.

If you are just fixing a leaky tap use the multi grips as @EricL advised and wrap the cowling with a length of Adhesive Rubber Foam.
If that fails wrap the cowling with a wet rag and carefully heat the spindle with a butane torch then stop and wait for a bit, then slide the wet rag up to also cover the spindle and wait for a bit. Have another go with the multi grips and protective rubber strip and hopefully the cowling will unscrew.
