My plastic toilet tank lid and buttons are starting to chip/ peel away.
Is there a way I can possibly paint over it to make it look better then it does now ?

You could definitely try sanding the surface back to the plastic and scuffing it up with 120-grit sandpaper to give the paint a good surface to adhere to. From there, I’d suggest using a spray paint designed for plastics, such as White Knight 310g White Gloss Squirts Spray Paint – White Gloss, which should give you a nice finish.
Alternatively, toilet cisterns are generally quite budget-friendly, so if the paint repair doesn’t hold up or you want a completely fresh look, having a plumber swap out the whole cistern could be a relatively inexpensive and hassle-free option.
