Hi, I am looking for guidance on how best to remove this door and the hinges, the previous owner has painted over it and the screws inside are rusted, thank you

I suggest using an impact driver in combination with an IRWIN 3 Piece Screw Extractor Set 1876224. This should get those screws out of that frame.

I would be tempted to clean the screw slots of paint entirely, then using a well fitted phillips head screwdriver place it over the screw and hit the handle of the screwdriver hard and fast with a hammer, It helps break that "locked" in place tightness. Maybe a couple of hits. Then putting force on the screwdriver itself turn the screws.
If you are replacing the door, you could always remove the hinge pin and not worry about the door weight to make the job easier.

Looking at most of the remaining screw heads, they are either rounded out from failed attempts or filled with paint. If you can get the paint out, then applying a fair bit of forward pressure, you may be able to get some out with an impact driver, not a drill/driver. If the bit (#2 Phillips) slips while attempting, then stop it's not going to work. and more on to the next one.
For the remaining use the easy out bits @EricL linked and then for any unsuccessfully then suggest using a 5mm Sutton Viper bit to drill them out.
