How to remove a stuck pop up bath plug?

I am trying to remove a stuck pop up bath plug. I have been able to screw off the top but the actual mechanism is stuck down and I can't seem to turn it to remove the pop up part. Any suggestions as to what tools might be needed to get this thing moving?

The central popup mechanism is normally screwed into the frame. You can see the thread on this replacement unit. There are typically some splayed sides on the top, which you should be able to get an adjustable spanner onto and turn.
