Anyone know how to get this off so I can change a washer? Ive released the locking nut under the handle but it wont come away from the wall

If you have located and removed the grub screw and you are still not able to remove the tap, then you might be struggling with limescale buildup or something similar.
My suggestion would be to grab some CLR Bathroom And Kitchen Cleaner and spray it in the seams of the tap, then allow it to sit for around 5-10 minutes. This should help to break up the limescale and allow for a bit more movement.
It looks like it should just pull straight off when the grub screw is removed. You could try wrapping the tap with a rag and using some multigrip pliers to grasp the handle and pull it off. Gently tapping the handle with a hammer while pulling could also help to break up anything that has bound it in place.
If these options aren't successful, see if the cylindrical handle itself will unscrew.
There could be another screw concealed by this handle.
